List of Project Priorities (LoPP)

The List of Project Priorities (LoPP) contains a list of unfunded highway, technology and bicycle and pedestrian projects. The LoPP serves as a bridge document between the Space Coast TPO’s Long Range Transportation Plan and the five-year Transportation Improvement Program.

Once long-term needs are determined by the 20-year long range plan, projects are prioritized and put on the List of Project Priorities, a funding waiting list. When funding becomes available, the project moves to the five-year plan.

The process begins with a call for projects each year. Staff works with members of the Transportation Subcommittee to develop a draft list that builds on the list from the previous year. The draft LoPP then goes through Space Coast TPO’s advisory committees and governing board for comment, review and adoption.

Now Open! FY 27 Call for Projects

Every year, the SCTPO holds a call for projects. This solicitation to local agencies offers the opportunity for new projects to be submitted for consideration to be added to the SCTPO’s List of Project Priorities. The existing list is also reviewed and updated with changes as projects are funded through their various stages from year to year. The FY 2027 Call for Projects was officially announced on January 16, 2026. Below is a full development schedule, applications, and resources.

Every year, the SCTPO develops a List of Project Priorities through its annual call for projects, project prioritization process, and coordination with local agencies. This list outlines upcoming highway, technology, and bicycle & pedestrian projects in line for funding. Citizens were encouraged to share their input during the 30-day public comment period from May 23 – June 20, 2025. The DRAFT FY 26 List of Project Priorities was adopted by the Governing Board on July 10, 2025.

Public Involvement Activities

The DRAFT FY 2026 List of Project Priorities (LoPP) was available for public review and comment from May 23 – June 20, 2025 (30 days) and will be presented to the Space Coast TPO Governing Board for adoption on July 10, 2025. To gather public input, on the FY 2026 List of Project Priorities, the SCTPO is using various communications channels to inform citizens and stakeholders of the public comment period.

2025 Open House: Investing in Tomorrow's Transportation, Together! | Wed. June 11, 2025

On June 11, 2025, the SCTPO hosted a FREE, interactive Open House at the Center for Collaboration in Rockledge, where community partners, citizens, and local elected officials gathered together for a unique chance to go behind the scenes and see how we’re building a better transportation future for Brevard. Attendees had the chance to learn more about our FY 26 List of Project Priorities, which highlights prioritized projects, and FY 2026-30 Transportation Improvement Program, which outlines transportation projects to be implemented over the next five years. After the presentation, the SCTPO held a formal public comment period to include in-person and virtual submitted comments and then attendees were given a "Planning Passport" and were encouraged to visit different learning stations including:

🛣️ Design Your Road – Sharing how citizens think space on our roadways should be used.
📋 Get with the Program – Learning how the SCTPO prioritizes projects and develops the Transportation Improvement Program.
🦺 Safety Zone – Discussing safety concerns, picking up educational materials, and providing input
💰 Funding the Future – Learning about the SCTPO's funding sources and constraints.
🏗️ Go from Plans to Pavement – Understanding what it takes to turn a project from concept to construction.

The event saw an incredible turnout, with over 50+ attendees in person and a handful online. We thank you our citizens taking the time to learn more about the transportation planning process! Review the Open House materials below:

How Are Projects Ranked?

Each project submitted is scored and ranked as follows:

Quantitative Score (0-100) – Based upon the approved project ranking criteria.
Discretionary – Committees and Board to move a project in ranking based on a consensus recommendation with Board having ultimate approval
