Complete Streets are designed and operated to enable safe access for all users. Pedestrians, bicyclists, motorists, and transit riders of all ages and abilities must be able to safely move along and across a complete street. The SCTPO has been actively supporting Complete Streets in Brevard County since 2010.

The SCTPO has been able to assist in funding 6 Complete Street projects across the county, making an impact on Brevard County’s mobility, economic development, and transportation safety.  The 6 Complete Street Projects are:

• Hickory Street (Melbourne)
• Minuteman Causeway (Cocoa Beach)

Project Status:  Completed November 2025

Project Purpose:  Dixon Boulevard, located in the City of Cocoa, was identified by the City of Cocoa and Space Coast Transportation Planning Organization (SCTPO) for a Complete Streets Analysis based on its proximity to underserved populations, transportation safety concerns, and high population of bicyclists and pedestrians. This Study was focused on complete streets recommendations to improve multimodal safety and mobility along the corridor.  Dixon Boulevard is maintained by Brevard County and is located within the City of Cocoa jurisdictional limits.  

Based on the feedback from the agency stakeholders, the project is on hold indefinitely. Brevard County is the current maintaining agency for the pavement width along Dixon Boulevard. Due to ongoing cost to maintain County roadways, the County’s position on supporting any changes was contingent upon transferring maintaining ownership over to the City. Further development of the project and selecting preferred alternative was put on hold until such time as this condition can be reconsidered by all stakeholders. However, the SCTPO and Brevard County are supportive of pursuing future short-term, low-cost intersection improvements, such as shortening the cycle length, pursuing protected left turns, or a pedestrian only signal phase at locations where there is a history of left turn/angle and/or pedestrian/bicycle crashes. 

Study Limits:  The Study will spanned from along Dixon Boulevard from 300’ east of SR 501 (Clearlake Road) to 325’ west of US 1 (Cocoa Boulevard). The study corridor is 1.0 miles long.

Study Purpose: To analyze Fiske Boulevard at Roy Wall Boulevard and Martin Road for intersection improvements, signal warrant analysis, and drainage improvements for the purpose of improving mobility, safety, and drainage.

Study Purpose: To evaluate the corridor for potential improvements through an existing conditions analysis, travel demand modeling, data collection, and intersection improvement recommendations.

Project Status: Completed September 2025

Study Limits: The study area spanned North Merritt Island from SR 528 in the south to Pine Island Conservation Area in the north, and the Indian River in the west to the Banana River in the east.

Ultimately the project resulted in the removal of the North Merritt Island Pioneer Trail alignment from the SCTPO Showcase Trail map and adding the Sams House to Pine Island Trail and North Courtney Trail.

Study Background/Purpose: Sarno Road is a key east/west road located in the City of Melbourne of Brevard County. The City of Melbourne, Brevard County, the Florida Department of Transportation, and the Space Coast TPO are conducting a corridor study along Sarno Road to explore what opportunities there are to implement improvements along the roadway that would improve pedestrian and bicycle facilities as well as to address safety issues, traffic operations, and transit movements along the corridor.

TPO staff is utilizing its general planning consultant, Atkins, to identify and develop appropriate improvements to address multi-modal needs. An implementation plan will be developed with short, medium, and long-term recommendations for project implementation.

Study Limits: The study limits start at Eau Gallie Boulevard, just east of I-95, on the west and ending at US 1, to the east.

In 2015, the Space Coast TPO conducted a passenger rail study in response to the prospect that passenger rail services may return to Brevard via Virgin Trains, a new private endeavor to provide higher speed passenger train service between Miami and Orlando. This was determined to be an opportunity to advance the County’s public transportation vision, as described in the TPO’s adopted 2040 Long Range Transportation Plan, and support the region’s economy and tourism industries. The TPO has been encouraging Virgin Trains to add a station in Brevard County upon the start up of service between Orlando and West Palm. The results of this study have been provided to Virgin Trains and they are open to conducting a revenue study to finalize where best to locate a station.

Passenger Rail Station Location Study – May 2016
