A Transit Development Plan (TDP) is a Florida Department of Transportation (FDOT)-required, 10-year horizon plan intended to support the development of an effective multimodal transportation system within a specific jurisdiction for the ultimate benefit of the State of Florida. The TDP serves as the basis for defining public transit needs, which is a prerequisite to receive State funds. The TDP Rule (Florida Administrative Code 14-73.001), requires that the TDP be a transit provider’s planning, development, and operational guidance document and, therefore, a strategic blueprint for meeting the mobility needs within a service area. Finally, TDPs have increasingly emerged as a powerful marketing tool for transit services within a study area and can function as a catalyst for general education and awareness outreach that often is required to sustain the growth of the multimodal transportation system.

The CTC Evaluation is conducted annually to ensure that the most cost-effective, efficient, and appropriate transportation services are provided to the entire transportation disadvantaged population of Brevard County.

The Space Coast TPO’s Transportation Disadvantaged Coordinating Board is tasked with the annual evaluation of the services provided by the Space Coast Area Transit as the local Community Transportation Coordinator (CTC) operator and its contractors. A series of five evaluation criteria is used to evaluate the performance of the CTC: Reliability, Service Effectiveness, Service Efficiency, Service Availability, and Safety.

The Transportation Disadvantaged Service Plan (TDSP) is an annually updated plan that is developed jointly by the Community Transportation Coordinator (CTC) – Space Coast Area Transit and Designated Official Planning Agency (DOPA) – Space Coast TPO, under the guidance and approval of the Transportation Disadvantaged Coordinating Board (TDCB). The TDSP is a tactical plan with Development, Service, Quality Assurance, and Cost/Revenue Allocation and Rate Structure Justification components.

Safety performance measures for public transportation/transit are established via the Public Transportation Agency Safety Plan (PTASP).  Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) Final Rule, which requires certain operators of public transportation systems that receive federal funds via FTA's Urbanized Area Formula Grants to develop safety plans.  TPO/MPOs are required to either adopt the targets established by the transit agency, or their own.

The Space Coast Transportation Planning Organization (SCTPO) and Space Coast Area Transit (Transit) are interested in improving access to and from, security at, and operations of Transit’s bus stops. To accomplish this objective and to ensure compliance with the Americans with Disabilities Act (ADA), a comprehensive inventory and assessment of each bus stop was conducted.

The report details the data collection process, accessibility requirements considered during the assessment, development of a bus stop inventory and database, and steps used to analyze the data and prepare the implementation plan, including the process to prioritize the recommended accessibility improvements. A separate appendix document has also been prepared that includes a one-page summary of data collected and analysis results for each bus stop.

On July 26, 2016, Federal Transit Administration (FTA) published the final Transit Asset Management rule. This rule applies to all recipients and subrecipients of Federal transit funding that own, operate, or manage public transportation capital assets. The rule defines the term “state of good repair,” requires that public transportation providers develop and implement Transit Asset Management (TAM) plans and establishes state of good repair standards and performance measures for four asset categories: rolling stock, equipment, transit infrastructure, and facilities. The rule became effective on October 1, 2018.
