Federal Certification

Every four years, our partners at the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) conduct a comprehensive review of our work by evaluating everything from long-range planning to public engagement and financial stewardship. This process, known as the Transportation Management Area (TMA) Certification Review, helps ensure the Space Coast Transportation Planning Organization (SCTPO) continues to meet federal standards and delivers meaningful results for Brevard County, and your input is a vital part of that process.

2026 Federal Certification Review

The SCTPO recently held its 2026 Federal Certification Review Public Hearing on Monday, May 11, 2026, at the Center for Collaboration in Rockledge, where they invited citizens to learn how transportation planning works in our region. During the hearing, the SCTPO provided a brief overview of its organization, key functions, and the federal certification process. They also provided opportunities for members and residents to engage directly with the Federal Review Team by providing public comment.

30-Day Public Comment Period 

The SCTPO held a 30-day public comment period from April 11 – May 11, 2026. Citizens were encouraged to provide feedback on the SCTPO's overall planning process, including how they engage the public, set priorities, and make decisions. All comments submitted during this period will be included as part of the official federal certification review.

Summary of Submitted Comments: 

  • Intergenerational Focus: Emphasis on the importance of engaging younger generations (Gen Z and Alpha) to understand their future travel preferences and expectations.
  • Evolving Work Trends: Inquiries regarding the impact of remote work on road capacity and the need for research to prevent "overbuilding" infrastructure if traditional commuting patterns shift.
  • Vision Zero Commitment: Strong support for the data-driven approach to reducing traffic fatalities and improving safety for pedestrians, bicyclists, and transit users.
  • Coastal Resiliency: Recognition of the Transportation Resiliency Master Plan as a critical tool for protecting infrastructure against flooding, storm surges, and sea-level rise.
  • Quality of Life: Appreciation for "Complete Streets" and walkability as essential components of local economic vitality and long-term livability.
  • Regional Collaboration: Praise for the SCTPO’s role in multi-jurisdictional coordination, particularly regarding major freight and tourism corridors like SR 528 and Port Canaveral.
  • Accessibility of Information: Positive feedback on the organization's efforts to provide clear, online access to plans and meeting materials.
  • Public Trust: Acknowledgment that consistent communication and open engagement processes are successfully building community trust and inclusive decision-making.
