Space Coast TPO Classification & Pay Plan Update | Request For Quote #2023-02

Background

The Space Coast Transportation Planning Organization (SCTPO) is an association of local government units organized under the authority of Chapter 339.175 of the Florida Statutes in accordance with the 1962 Federal Aid Highway Act. Its primary purpose is to provide leadership in the initiation and development of transportation plans and programs and the establishment of transportation priorities and strategies in Brevard County.

The Space Coast TPO is funded entirely by federal grants.  The staff is comprised of nine (9) positions managed by an Executive Director who is responsible for the general administration of the TPO Personnel System.  SCTPO’s current Classification and Pay Plan was adopted in 2016.  Many of the positions evaluated at that time have been reviewed and updated as necessary.

Requested Services

This Request for Quote (RFQ) aims to ensure that all positions with the SCTPO are internally equitable and externally competitive.  The review should address changes in operations and staffing that may have affected the type, scope, and level of work performed and ensure the SCTPO offers competitive salaries and compensation compared to the marketplace and that job descriptions and job titles align with work and best practices.  See Scope of Services provided in RFQ Package.

The Space Coast Transportation Planning Organization is seeking quotes to review and update its Classification and Pay Plan and Pay for Performance Evaluation System Manual.

The project includes the following components:

  • Job Descriptions – Create and/or update job descriptions for each SCTPO position.
    • Include an assessment of FLSA status, and of education and experience requirements.
  • Job Evaluation – Perform a job evaluation of each position or class of positions. The purpose of the job evaluations is to ensure SCTPO has a pay strategy and structure that establishes internal and external equity, and relative worth (equal pay for equal work), is inherently non-discriminatory and will help the organization attract and retain high-quality candidates. 
  • Salary Survey – Gather comparable market information for the purpose of ensuring that SCTPO has a pay strategy and structure that considers external equity and labor market competitiveness.
  • Pay Plan – Review existing and prepare a recommended compensation strategy and pay structure.
  • Salary Adjustment Recommendations – Recommend individual salary adjustments and calculate anticipated costs for implementation of the new pay plan.
  • Maintenance Program – Provide SCTPO with a recommended process to place new positions on the pay plan and ongoing maintenance of the existing plan.

 RFQ Submittal Requirements

All interested parties may submit a quote that meets the general request for services outlined in this RFQ, #2023-02.  Bidders must be eligible to work in the United States and have a valid business license and proper insurance. Must meet requirements of CFR 200.320. Quote for services shall be based on a lump sum and include all overhead charges (including any travel that may be incurred).  Interested bidders are encouraged to familiarize themselves with the activities and operations of the SCTPO by visiting its website

Request for Quote Package #2023-02

Required Forms – Due to the use of Federal funds the following forms are required in order to be eligible for consideration for the award of services. (Forms are in Microsoft Word format)

Proposals must include Forms A – E and may also include up to ten (10) pages of additional information on the services proposed. The maximum number of pages is fifteen (15).  The proposal should include the following information:

  • Introduction of your firm.
  • Key staff you will assign to this project and their qualifications.
  • Description of the proposed approach to accomplish the deliverables, including a timeline with key steps defined.
  • Any suggestions which might enhance the results or usefulness of the work.
  • References for whom you’ve done similar work, especially public agencies.
  • A cost proposal for the work described under the Scope of Work broken down by the project components.
