Professional Transit Consulting Services | Request For Proposals #2026-01

Requested Services

The purpose of this Request for Proposal (RFP) is to solicit responses from qualified consulting firms interested in providing continuing professional transit consulting services for the Space Coast Transportation Planning Organization.  The respondent(s) selected are expected to have a broad range of experience in transit transportation planning and operations including Comprehensive Operations Analysis (COA’s), transit modeling, transit development plans, and transportation disadvantaged service plans.  A detailed list of potential services is provided under the Scope of Services in the RFP Package.

Duration of Contract to be Awarded: Professional Transit Consulting Services contract will be awarded for a period of five (5) calendar years, beginning on February 16, 2026, through February 28, 2031.

Value of Contract: Due to the unknown volume of work and diverse nature of activities expected to be performed under this proposal, the SCTPO reserves the right to award the contract to more than one (1) respondent that it deems to offer the best overall proposal. No firm dollar amount for services to be performed under this RFP can be established in advance as the extent of work required cannot be estimated at this time. There is no guarantee of work tasks or a firm dollar amount for services to be performed under each contract. The SCTPO is therefore not bound to accept a proposal on the basis of lowest staffing rate plan.

The SCTPO reserves the right to cancel this RFP, and to reject any and all proposals, to waive any and all informalities and or irregularities, or to re-advertise with either the identical or revised specifications, if it is deemed to be in the best interests to do so.

Selection Committee Meetings

Meeting #1: Short Listing of Firms –
December 17, 2025, 2:00 – 3:00 p.m.

Review and scoring of all eligible submitted proposals will be conducted. Selection Committee will determine number of firms to be short listed and invited to make oral presentations on January 12, 2026.

Meeting #2: Oral Presentations -
January 12, 2026, 9:00 am – 12:00 p.m.
Viera Government Center
2725 Judge Fran Jamieson Way, Bldg. C,
3rd Floor, Florida Room, Viera, FL 32940.
During this meeting, the short-listed firms will provide oral presentations. Selection Committee will finalize scores with highest overall scoring firm(s) being selected.
