The Long Range Transportation Plan (LRTP) provides a 20 year outlook for meeeting the demands of projected changes in population and employment. Projects included in the LRTP must be consistent with community goals, federal and state regualtions, and must be "cost feasible". The LRTP is not a wish list of projects because it is constrained by forecasts of revenues that can reasonably be expected from federal, state and local sources within the 20 year period of the Plan. During future updates to the LRTP, projects will also undergo feasibility screening under the state's Efficient Transportation Decision Making (ETDM) guidelines, to ensure that scarce resources are not expended on projcts that cannot be completed due to physical, environmental, or socio-cultural constraints. Each year the MPO uses the Long Range Transportation Plan as a guide for adopting a list of Project Priorites that is forwarded to the Florida Department of Transportation (FDOT) for funding consideration. Project Priorities are selected from the LRTP based on technical data compiled each year in the State of the System Report and recommendations from local governments and public involvement. The MPO and FDOT work together to develop a five year Transportation Improvement Program (TIP) to fund projects on the MPO's Project Priority list. The TIP includes the budget for all phases of a project, including planning, design, right of way acquistion (if needed) and finally, construction. The transportation planning process is very broad in context. Large-scale planning begins with the LRTP. Other planning efforts includes small-area plans (S. Titusville Area Study, N. Melbourne Traffic Study) and modal plans (Greenways & Trails Master Plan, Transit Development Plan, Airport/Port Master Plans, Freight Goods and Services Plan). Corridor-level or roadway-specific planning generally occurs as a "Corridor Study" or "Project Development and Environment (PD&E) Study". These traditional corridor-level studies are being replaced by ETDM and SCE evaluation in an attempt to get all of the stakeholders, including regulatory agencies (DEP, FWC, WMD, etc.) and the public involved in the early phases of each project. For detailed information about recently completed and in-progress planning projects, visit the Planning page. In order to construct transportation projects, engineering plans must be developed. Plans are developed during the Design phase of a project. Typically, design occurs after the completion of a Project Development & Environmental (PD&E) study. The Brevard MPO actively participates in the design phase of projects, in partnership with the Florida Department of Transportation or other agency responsible for construction. If right-of-way is needed in order to complete a project, property acquisition will take place between the Design and Construction phases of a project.
