FDOT Tentative 5 Year Work Program Update
FDOT presented the Five-Year Tentative Work Program for FY 13 – FY 17 on October 25th at the FDOT District Office in DeLand, Florida. Several items to note include:
- Estimates from the Transportation Revenue Estimating Conference for FY 13 – FY 17 resulted in a reduction of $897 million cash impact.
- Programming of all FY 2017 discretionary highway funds will go to the Wekiva Parkway and the installation of managed lanes on I-4 in Seminole and Orange Counties.
- No new funding for space infrastructure was included in the Tentative Work Program between FY 13 – FY 17 to date.
- New projects include design/build for the Zoo Trail in FY 17. Intersection improvements at Wickham and Post and Wickham and Eau Gallie northbound and southbound was funded for design and right of way between FY 13 – FY 17.

Tiger Grant Applications for Parkway and Rail Trail
Two grant applications for funds to implement the St Johns Heritage Parkway and the East Central Florida Rail Trail have been submitted to the Federal Highway Administration. The applications are for funding through the TIGER grant program created by Congress as part of the Economic Stimulus program in 2009. TIGER stands for “Transportation Investments Generating Economic Recovery.” Projects must provide short and long-term economic benefit, be ready to implement and show a positive benefit to cost ratio. Announcement of grant awards is expected in February, 2012.
The Parkway request is for $28 million for right-of-way and construction of the road between Emerson Drive and Ellis Road. The project includes a bridge over I-95 at Ellis. $17 million of local funds will also be devoted to the project. Early next year the City of Palm Bay will begin constructing the Parkway between Malabar Rd and Emerson Drive.
The Rail-Trail application requests $14.5 million of federal funds to design and build the trail in northern Brevard and southern Volusia Counties. The trail will connect downtown Titusville with the Sanford area and Edgewater. The abandoned FEC Railway right of way is presently owned by the State of Florida. A portion of the trail within Titusville will soon be under construction using a different funding source.

Chairman, Schultz's Last TPO Meeting
Following twenty-one years as Chairman, Mayor Larry Schultz is stepping down from the Space Coast TPO Board. November 10th will be his last meeting.
The Board would like to thank Mayor Schultz for his stalwart leadership and guidance in creating the Space Coast TPO as an innovative, cutting edge, and forward thinking organization recognized throughout the State and nationally for its many ground breaking programs and creative planning strategies.

FPTA Names SCAT Outstanding Public Transportation System for 2011
Space Coast Area Transit was named the 2011 Outstanding Public Transportation System and received the 2011 Judges’ Choice Award for marketing, as well as three other first place awards, at the 37th Florida Public Transportation Association (FPTA) Annual Conference recently held in Tampa, Florida.
Operations of transit systems throughout the state of Florida were compared in order to determine the Outstanding Public Transportation System award winner. Quantitative measures, comprising two-thirds of the scoring system, included an analysis of functions such as the number of passenger trips, vehicles operated and hours of service in comparison to overall operating expenses. Qualitative measures, such as safety, customer service, and community relations comprised the other one-third of the score. Read More
BPTAC Meeting: Bicycle, Pedestrian and Trails Mobility Plan
The Bicycle Pedestrian and Trails Advisory Committee will meet on November 21, 2011 at 5:30PM, at the Government Center in Building B, first floor, in the Magnolia Room. The main topic of discussion will be the scope of services for the development of the Pedestrian and Bicycle Mobility Plan. Discussion will also include the organization of a Project Steering Committee comprised of representatives from the Bicycle/Pedestrian and Trails Advisory Committee (BPTAC) and the Growth Management Subcommittee (GMSC) to assist in the development of the Mobility Plan. The TPO encourages attendance from all interested citizens.
Walk to School Day Success
On Wednesday, October 5, 2011 school children from all 50 states joined thousands across the world who are making the commitment to lead healthier lifestyles by walking or bicycling to school on International Walk to School Day.
There is encouraging evidence that more and more schools are holding Walk to School Day events as catalysts to getting kids up and active all year long. In fact, this year 38 schools in Brevard County participated. This is the largest number of schools ever reported as participating in Walk to School Day events. Read More
