List is based on assumed $13 million allocation to Brevard municipalities using the Local Option Bas Tax Distribution Formula. Submission and project selection criteria listed below.

Guidelines for Submittal Process

On February 12, 2009, the Space Coast TPO Board approved the following process for selecting local government projects for stimulus funding consideration.

  1. Assumption is receipt of $13 M of stimulus funds.  The amount may change.
  2. Total funding as suballocated to jurisdictions by using the existing Local Option Gas Tax distribution formula.
  3. Each jurisdiction submitted candidate projects equivalent to their allocation.
  4. Only projects on the Federal Aid System that could be obligated (under contract) within 75 days were considered.
  5. Each jurisdiction prioritized their projects.
  6. Jurisdictions could direct all or part of their allocation to another jurisdiction’s project(s). 
  7. Projects will operate on a reimbursable basis.
  8. The TPO was required to submit the finalized priority list to FDOT on 2/19/09.
  9. Construction contracts must meet federal requirements.
  10.  Resurfacing projects must follow the FDOT Green Book standards and procedures.  It may be necessary to implement these projects through a design/build process.  A design/build package will require DOT and Federal Highway Administration approval.  DOT has methods to simply resurfacing design/build.  Discussions are underway with FHWA on the precise standards and procedures to be used .
  11. The Stimulus Act requires certain project reporting requirements (reporting information on jobs created, retained, etc. ). 
  12. Stimulus funds are 100% federal.  No local match required.

Space Coast TPO Transportation Enhancement Projects- February, 19 2009

The Stimulus Program includes additional funding for transportation enhancement projects such as sidewalks and trails.  The amount available to Florida is $40M.  Such funds are not suballocated to TPO/MPO area.  Enhancement project funds must be obligated within 120 days.  FDOT will select projects on a statewide basis from eligible projects already in the FDOT Work Program.  If funds are available, new projects that meet all eligibility requirements may be considered.

The Space Coast TPO submitted to FDOT the following projects for special consideration during project selection.  The submitted projects are currently included in the FDOT Work Program, construction ready and/or meet established TPO priorities for Transportation Enhancement funding.

AN AMENDMENT TO THE SPACE COAST TRANSPORTATION PLANNING ORGANIZATION’S TRANSPORTATION IMPROVEMENT PROGRAM (TIP) WILL BE NECESSARY FOR LISTED PROJECTS TO RECEIVE STIMULUS FUNDING.
